What you actually need to know

The 491 was introduced in November 2019 to channel skilled migrants into regional Australia. “Regional” for 491 purposes is broad: anywhere outside metropolitan Sydney, Melbourne and Brisbane qualifies, including Adelaide, Perth, Hobart, Darwin, Canberra, the Gold Coast and the Sunshine Coast. This is the same definition used for the 494 employer-sponsored regional visa.

The 15-point nomination bonus makes the 491 competitive even when the 189 cut-off has climbed to 95. Many applicants with 85 points for 189 invite at 100 for 491 (85 + 15). The trade-off is the 5-year provisional period and the geographic restriction. The visa also requires the holder to live AND work in the region, which can be a practical issue for partner working arrangements.

The PR pathway is via subclass 191, available after 3 years on the 491. The 191 requires evidence of regional residence (utility bills, rental history) AND taxable income above the threshold ($53,900 for 2024–25, indexed) for at least 3 income years. Self-employed and part-time workers should check whether their income structure meets the test before committing to the pathway.

  • 8579: must live, work and study only in a designated regional area for the duration of the visa. Designated regional areas cover all of Australia except metropolitan Sydney, Melbourne and Brisbane.

Is Perth regional for 491?

Yes. Perth (and the rest of Western Australia outside the city) is a designated regional area for 491. So are Adelaide, Hobart, Darwin, Canberra, the Gold Coast and the Sunshine Coast. Only metropolitan Sydney, Melbourne and Brisbane are excluded.

What happens if I lose my regional job?

Working outside the designated regional area is a breach of condition 8579 and can trigger visa cancellation. Losing a job is not itself a breach; you have time to find another regional job. If you accept a job in Sydney, Melbourne or Brisbane while still on the 491, you are at risk.

Can I include my partner and kids on a 491?

Yes – same as 189 / 190. Your spouse or de facto partner and dependent children can be added. The 491 includes work rights for your partner (no separate sponsorship needed) and your children can attend Australian schools.

Do I have to wait the full 5 years for PR?

No – PR is via subclass 191 after only 3 years of 491 residence AND income above the threshold for at least 3 income years. The 491 itself runs for 5 years to give you time to satisfy the 191 criteria; you do not have to hold it the full 5 years before applying for PR.
